Is that man behind President Obama peeing?

Photo shot by a photog from Politico in Cincinatti, 17 Sep 2012 that shows someone apparently urinating behind the president. The US Secret Service confirmed that the man is one of their agenst, but insisted that the guy's NOT relieving himself.
