Most likely the gentleman is Ri Myung Hun (born 14th September 1967) who was a center with the national basketball team of North Korea, and has been dubbed the "world's tallest basketball player."
He was once declared the tallest living human being in the world, at 7'8.5" (2.35m) and had planned to play in the NBA in the 1990s.
